WSR-88D Transition Power Maintenance System Program Status |
This memo provides information on the resumption of the WSR-88D Transition
Power Maintenance System (TPMS) Program. Recently, the Government and the TPMS
prime contractor, Powerware, signed a contract modification that will restart the TPMS
Program. The new agreement calls for the use of a static/battery-based transition power
source (TPS). This technology and hardware has been successfully used and tested at
five WSR-88D sites beginning in May 2000. Below are more details on how the program
will proceed.
- Schedule. Sites that have a rotary TPS system will be retrofit with the new
static/battery-based equipment. Retrofitting existing TPMS sites will be completed
prior to installing new sites. The installation of new TPMS shelters will begin in the
fall of 2001. A schedule for the retrofit and new installations, by site, and details
of the work to be performed during the retrofit will be released at a later date. The
ROC and Vance AFB TPMS will be retrofit in December 2000. The shelter
renovation work at Oklahoma City and Lubbock will be done in December 2000.
The rest of the retrofit work will begin in January 2001 and continue through the
fall of 2001. Below is the order for the first 20 TPMS renovations:

- Retrofit. The retrofits will have three phases. In the first phase, a staff member
from the ROC, formerly known as the Operational Support Facility (OSF), will
witness and sign off on the renovation of the shelter. In phase two, local site
personnel are expected to provide access to the radar site as the contractor
removes the rotary TPS and delivers the static TPS. In the third phase, a ROC staff
member will witness the installation and checkout of the static TPS hardware and
sign off on the acceptance form. The ROC will coordinate the retrofit and
installations with sites in advance.
- Maintenance/Training. The TPMS units have a 1-year warranty. The Air Force
and NWS will announce specific maintenance and training plans as soon as they are
coordinated, finalized, and scheduled.
- Sites should leave their rotary TPS system off.
We will provide a program status update and schedule details after the January
2001 TPMS Program Management Review. We will send a second update after the
retrofit program has begun.
